Project Engineering Manager Large Capital Projects Job Description
Your key accountabilities/responsibilities include:
- Ensuring the projects meet the requirements (e.g. regarding safety, sustainability, operability, maintainability).
- Define and steer the execution of feasibility studies and conceptual designs, including execution plans, budget, and timeline, which provide input for the decision-making process of the project owner to take the project to the next phase.
- Assure all (SHE) engineering related requirements are addressed and risks are mitigated;
- Select, organize, and execute required reviews to secure design
- Liaise with relevant project stakeholders
- Organize and/or assist in commissioning, validation and start-up to support the start-up team and its Ready-To-Operate team to effectively start-up the plant.
- Ensure the preparation of a high quality and complete package;
- Leading the internal and external engineering teams through all project phases.
- Participate in project related meetings (e.g. progress meetings, cost estimate reviews, etc.);
- Organize frequent engineering progress meetings;
- Manage interfaces between engineering disciplines, internal (project owner organization), and external parties (contractors and vendors);
- Provide input on design risks and how to control these risks.
- Delivering necessary engineering documents within budget and schedule
- Assures engineering part of Management of Change is executed according pre-set requirements;
- Report periodic engineering progress to Project Control Manager;
- Escalate issues on scope, budget and resources to LCP Project Manager;
- Prepares engineering mitigation plans if deviations occur.
Position context: As Project Engineering Manager, you will report to the LCP Project Manager functionally and to the NL Hub Manager hierarchically. Together with your engineering team you will support the LCP Project Manager in managing the engineering process and related technical- and technological complexity in both (early phase) design as execution phase. On the other hand, you will have to manage the engineering team, owners team, and external parties involved. Depending on project characteristics, phase, size and timing, execution of multiple projects might be possible, while focus of roles may differ. For example, feasibility and conceptual studies where the focus is on translation of Business needs and technology into an optimal technical scope while the execution phase has a focus on construction safety, no changes and realizing the projects within all KPI’s.
Since you will work in different Business Groups of DSM with different technologies and manufacturing processes, you need the ability to adjust in a fast way and have a short learning curve. Often you will have to manage project manager’s commitment(s), expectation and priorities, taking into account the high complexity, high exposure, high business, and/or environmental risks of capital projects. So, you should have the authority and personality to challenge the owner's organization and be able to withstand and renegotiate unrealistic expectations.
The LCP organization works globally with hubs in the Netherlands, Switzerland, US and China where the leverage of knowledge and resources is key. Being part of the LCP NL hub will result in a focus on European projects but global support request may/will appear. Needless to say, cultural sensitiveness will contribute to success.

You have/are:
- University or bachelor degree in a technical science (e.g. (bio-) chemical engineering, mechanical engineering).
- 5 – 10 Years experience in working in an international matrix organization and you enjoy working with and managing different local/regional cultural backgrounds.
- Real team player, able to understand team dynamics and -motivators.
- Able to connect to people easily, feel no threshold to speak up in the interest of the project.
- High ability to coordinate and manage people as well as tasks.
- Extensive knowledge of engineering coordination and methods (budget and time) as well as contracting strategies in a technical environment.
- Extensive knowledge of engineering workflow, tools, interfaces and related time schedules.
- Good knowledge of relevant production processes and cGMP (food, (fine) chemical and/or pharmaceutical)
- Good knowledge of the regional engineering contractor and construction contractor environment
- Good knowledge of construction techniques and practices
- Good knowledge of English both in speech and writing
