HVACS Engineer and Electrical Engineer Job Description

Function:
The European Central Bank (ECB) is seeking applicants to fill two positions in the field of engineering within the Premises Division of the Directorate General Administration. The Division is organised into three sections: the Corporate Real Estate Management Section (CREM), the Project Management Section (PROM) and the Technical Facility Management Section (TEFM).
 
Both positions (one electrical engineer and one heating, ventilation, air-conditioning and sanitary engineer) are assigned to the TEFM Section. The Section provides and oversees all technical facility-management services, including the operation and maintenance of the ECB’s premises, the technical infrastructure and the provision of audio and media services.
 
Your role:

  • Supervising and supporting external service providers in the operation and maintenance of heating, ventilation, air-conditioning and sanitary (HVACS) systems or electrical systems;
  • Maintaining contact with counterparts at technical facility management companies that operate the buildings occupied (owned or leased) by the ECB;
  • Providing expert engineering support in the event of problems or malfunctions in the aforementioned fields;
  • Developing and adapting strategies to maintain the ECB’s buildings;
  • Supporting the Head of the TEFM Section in the implementation of strategic decisions in your field of responsibility;
  • Taking responsibility within the TEFM Section for all building components, including façade, doors and roof, and for building-related fire safety issues;
  • Enhancing the ECB’s technical and building documentation guidelines and its technical identification system based on DIN Standard No 6779;
  • Supporting the Division in maintaining the as-built documentation in an IT-based technical documentation management system;
  • Supporting the Division in its activities to further improve the Computer-Aided Facility Management (CAFM) system, Planon;
  • Coordinating TEFM activities regarding the EMAS certification of the ECB, including energy management and optimisation.

HVACS Engineer and Electrical Engineer Job Requirements

Qualifications and experience:
ideally, a master’s degree in HVACS engineering or in electrical engineering or technical facility management or a related field; or a bachelor’s degree in one of the above fields combined with four years of relevant professional experience; or a vocational training qualification in one of the above fields combined with eight years of relevant professional experience working in a leading position on improvement and renovation projects for technical infrastructure in buildings or the operation and maintenance of complex buildings such as laboratories, hospital or data centres;
 

  • In addition, at least three years of relevant professional experience in the operation and maintenance of complex technical infrastructure in buildings;
  • A knowledge of German standards with regard to technical infrastructure and technical facility management, as well as of German laws and technical standards relating to buildings (see GEFMA standards 900 and 910);
  • Experience in dealing with the technical aspects and relevant details of high-availability technical infrastructure that includes the provision of back-up systems (e.g. an IT centre) would be a distinct advantage;
  • Experience in producing high-level documentation, handbooks and reports would be a distinct advantage;
  • A working knowledge of AutoCAD and Computer-Aided Facility Management systems (e.g. Planon) would be an asset;
  • Good language skills in both English and German are required. The successful candidate must have a level C1 command (under the Common European Framework of Reference for Languages) of one of these two languages, and at least a B1 command of the other language; a C1 command of both languages would be considered an asset.

HVACS Engineer and Electrical Engineer Application Information

Further Information: Fixed-term contract until 01 August 2020, which may be extended subject to individual performance and organisational needs.
 
The recruiting business area is willing to support part-time arrangements for this position.
 
German language skills are a requirement for this position. The position holder will be required to interact with German authorities (for example, to understand/apply
German building standards) and local suppliers as well as to deal with documents related to the ECB’s premises that are drafted in German.
English language skills are also required for this position as English is the common vehicle language of the ECB.
 
The language abilities of candidates will be tested as part of the recruitment process.
 
A successful candidate who has only an intermediate command of either German or English will be expected to take language tuition to bring this level to at least a higher intermediate command (equivalent to level B2) of the language. Tuition will be organised and paid for in full by the ECB. Lessons will take place during working hours, unless agreed otherwise.
 
The language abilities of the successful candidate will also be tested at the end of the probation period to assess the level of progress, which is a pre-condition for the successful completion of the probationary period. If progress is slower than expected, the ECB may consider extending the probation period.
 
Together with a team of experts, the successful applicant will be expected to participate in the Division’s on-call duty rota to ensure qualified technical incident management, as well as to occasionally perform scheduled maintenance during non-standard working hours and to work at all ECB sites.
