Functions
You will be a member of the FRS and will report directly to the Group Leader. As an officer, you will play a dual role - operational and managerial - as follows:
Operational duties:
- As a Fire and Rescue duty officer, direct and coordinate complex rescue and accident response operations and provide any other service requested by the Director-General in the wider interests of the Organization;
- Coordinate the collaboration between FRS and its partners both internally and externally;
- As a member of the team of officers and during shifts as duty officer, ensure the readiness for action of FRS personnel and equipment;
- Provide operational sections and other safety services with technical expertise, with a view to the logical, coordinated and rapid implementation of means and methods of responding to threats and incidents of all kinds;
- Process information relating to operational activities and communicate it to the team of officers and the Group Leader;
- Check, approve and disseminate call-out reports.
Managerial duties:
- Be a member of the service's management team and participate in the operational and administrative management of the group (studies, proposals, decisions, and implementation);
- Define the objectives of the firefighting teams and ensure that these objectives are achieved;
- Lead and implement various FRS projects;
- Prepare for, supervise and take part in CERN's events;
- Follow training and take part in training exercises in accordance with the FRS training plan and annual training programme;
- Develop collaborations with the various partners of the FRS and contribute to these partnerships.
Qualification required Bachelor in the field of Professional fire and rescue management officer qualification, or equivalent, from a public body or a private body acting under the delegation of a public service.
University level technical diploma, or equivalent.
Category B driving licence.

Experience and competencies The experience required for this post is:- Demonstrated experience in an urban, industrial or other large organised fire service environment;
- Minimum of five years' experience as professional firefighter and at least three years of professional experience as an officer, or in a leadership role in a fire and rescue centre is essential;
- Experience of operational command involving multiple appliances;
- Experience in the production and practical application of emergency plans;
The following would be desirable:
- Experience of collaborating with other emergency services or local authorities;
- Demonstrated knowledge in the fields of technological hazards, hazardous materials, fire prevention in buildings, organisational planning, or in other specialist areas relating to safety;
- Drafting and implementing operational policy and procedures.
The technical competencies required for this post are:- Application and monitoring of the emergency response procedure (observe, orient, decide, act, check);
- Firefighting and rescue, first aid, protection of the environment and property;
- Operations in urban and specialised areas (underground and complex infrastructures), including technological hazards;
- Project management;
- Budgeting, forecasting, statistics;
- Physical capabilities appropriate to the post.
The language competencies required are:- Proficiency in English or French and good knowledge of the other language, or an undertaking to acquire it rapidly.
