Key Responsibilities:
Because of the continuously innovative improvements associated with new process flows, the HSE Manager is responsible for constantly driving improvement initiatives in HSE issues. The compliance as well as the interpretation of legislation in cooperation with all management levels and external regulatory bodies is of essential significance. Feedback to Management as final responsible person is mandatory.
Good performance in the HSE area is necessary to ensure that local legislation is followed. This is essential to secure operation at the location. The HSE Manager is integrated into teamwork, he should identify risks and weak points at an early stage, recommend remedies and monitor their implementation.
This implies:
· Function as an interface for all HSE issues to the headquarters as well as external organizations, customers, suppliers, agencies and departments.
· Coordination, information, control and support regarding all issues of HSE subjects.
· Sole responsibility for the HSE division under consideration of relevant laws. administrative regulations etc. and under consideration of corporate requirements
· Advice to management on all needs of HSE issues as well as giving support to implement regulations accordingly.
· Liable contribution for the preparation of operation permits, process cycles etc..
· Liable contribution for external inquiries (e.g. from authorities, employer's liability insurance association and insurances) in cooperation with other departments.
· Fulfillment of legal requirements as:
- certified Health & Safety professional (Head of HSE department);
- representative for immission protection.
· Support in the implementation of company guidelines in all HSE related issues.
· Report to Line Management any deviations from defined operation and non-compliance with local legislation and requirements and to work out recommendations for adjustment.
· Coordinate and comply with legal reporting obligations (e.g. emission reports and measuring reports, statistical surveys, workplace analyses etc.).
· Provide analyses of accidents at work and to ensure processing of complaints of industrial disease.
· Monitor and interpret current developments in norms and laws, other guidelines relevant to HSE, to inform the appropriate departments.
· Cooperate with fire brigade and insurances.
· Organise internal and external training, briefing in HSE issues and safety at work meetings.
Experience/Qualifications:
· You should be qualified to degree level in a related engineering subject and have at least 5 years industrial experience, ideally in the steal industry.
· It is necessary to be a registered safety practitioner, at minimum a certified safety professional and representative for immission protection. Ideally you will have experience in managing HSE in a multi-national organisation.
· Basic knowledge of all products and services as well as production processes of the Steel industry / plants.
· Association with authorities.
· You should be willing to travel in Germany and East Europe(main focus of Poland, Czechia, Ungarn, Austria, Slowakia).
· Good interpersonal skills.
· Excellent communication skills, fluent in English and German (written and spoken).
