Job Mission
The CRE F&M (Corporate Real Estate Facilities & Maintenance) Program Manager is responsible for managing (large) changes in the field of Facilities & Maintenance. Changes are initiated following various sources: requests from the business, utility and site masterplans, maintenance policies, maintenance planning, strategic planning process, growth/downscaling etc. The Program manager is in the lead to translate all these changes in a priority planning, business cases and budget plan. And to ensure implementation of these changes in a complex and ever changing environment in adherence to the plan and other criteria such as performance, KPI’s, risk, compliancy and functional criteria.
The activities of the Program manager contribute to maintaining an outstanding continuous quality and/or improvement of quality by driving change in adherence to business needs and objectives of F&M. For example, driving the replacement investments (from MJOP) and/or changes to enhance performance of assets or services. The Program manager has knowledge of a complex portfolio with an extensive and great diversity of products / services in FM and/or maintenance management and acts as a linking pin in the CRE organization (generalist). The role of Program manager is a global role, but with emphasis on Veldhoven, the largest production facility of ASML.
Job Description
As Program Manager you report directly to the Director Facilities & Maintenance. In your job you manage the F&M CAPEX budget and the short and long term planning as well as allocation of the budget. You are responsible for the decision making process on (new) solutions, concepts and products in the field of FM and maintenance with (major) impact on operations. To do so, you work in close cooperation with the competence center, risk & compliancy, functional owners, project management and contract managers in order to generate solid business cases.
You act as the linking pin between other projects, initiatives and various stakeholders to define the project scope and objectives in a sensible manner. You determine the best approach towards planning of projects, project execution and allocation of budget and the sourcing plan, f.e. assign projects to internal project teams, (key) suppliers etc. You initiate changes, have them executed and monitor progress. You manage risk, compliancy, quality and functional criteria and coordinate solutions from an integrated, helicopter view, taking into consideration the full chain of delivery. In order to initiate programs or projects, you conduct thorough pre-analysis, studies and business cases in order to prepare decision making and to set the output targets, timelines and budget plan.
For the delivery of projects/programs you act as ‘client’ towards the internal CRE Projects team to execute changes, by claiming resources and managing the project brief towards the project leader or as the end-responsible person in the role of steering committee, senior user or project executive. You give (strategic) directions to the project team that is responsible for execution and monitor delivery against requirements set in the business case. You will not release the project until full acceptance in the daily management activities of F&M is achieved. If necessary, you travel to other (production) sites of ASML to implement a program together with the local team.
In addition, the CRE F&M Program Manager is responsible to drive the strategic planning process of F&M and translate business requirements and strategic themes and opportunities (and threats) into a vision for the entire portfolio for the medium and long term. You are responsible to translate the strategic objectives and business needs in a portfolio plan with a roadmap to make the required changes happen in time and against required output/performance (f.e. TCO, uptime, performance requirements from competence center etc.).
In order to stay fully informed about changes in the business, you work closely together with the CRE Business Partners. Together you inform business stakeholders about impact and progress of programs on strategic level and derive a forward-looking plan and planning for business stakeholders to inform them about planned changes with (possible) impact on their operations.
Last but not least, the CRE F&M Program Manager contributes to strategic reporting and (feasibility) advice substantiated with solid business cases, for example to board, senior leadership, stakeholders of business lines, industrial board etc.
Education
MSc degree in industrial, mechanical, installations engineering or business administration (in case of the latter with proven experience in industrial environment).
Experience
3 - 5 years of relevant work experience. ASML aims to recruit two CRE F&M Program Managers; one pre-dominantly concentrated on Veldhoven and one pre-dominantly focused on the worldwide implementation of some specific themes (f.e. asset maintenance standards, global quality plan etc.).
Personal skills

Strong organization skills, both operational and strategic and capable to connect many expertise but keep overview of objectives and targets. Excellent skills of managing a variety of matters in a complex portfolio of (technical) products and interconnecting experts.
Context of the position
Internal interfaces include CRE Projects, CRE Business Partners, CRE Real Estate, Enterprise Asset Management, O&M Manager(s), all business lines, but also Finance, HR, Procurement, Corporate Program Management, IT, Corporate Risk and Assurance. External Interfaces include: suppliers and contractors.
